Job Description

RESPONSIBILITIES OF THE POST

    To assist in the ongoing improvement of the Newborn Baby Unit (NBU) and to provide support to the expat paediatrician in the clinical supervision of staff.
    To coordinate training for permanent and visiting medical staff.
    To increase links with local health authorities.
    To support other MSF project with regular visits for trainings and technical supervision.

FUNCTIONAL AND HIERARCHICAL LINES

    Reports to the Expat Paediatrician and in absence Hospital Manager in Peshawar.
    Technical referent for MO assigned to the NBU Peshawar.
    Technical referent during visits in other MSF projects.
    In absence of expat paediatrician could be assign as a direct supervisor of MO in NBU.
    Work in collaboration with expat and national neonatal nurse supervisors, the rest of the medical team, administration and logistic team.

MAIN RESPONSIBILITIES AND TASKS

1) Attendance and involvement at work:

    Observe the MSF charter.
    Perform all activity in line with the MSF protocols and procedures.
    Respect the time schedule and be at work on time (flexible at any time).
    Treat the patient with care and respect providing good quality care.
    Respect the patient privacy and strictly respect community culture, norms.
    Maintain good relationship with other team members.
    Adhere to MSF Clinical Guidelines and protocols.
    Inform direct supervisor in event of medical error.
    Take on call duties in night time and week-ends according to schedule established according to the roster.

2) Support the Expat Paediatrician in clinical supervision of the Medical staff in the following duties:

    Ensures the appropriate and correct use of MSF neonatal protocols.
    Provides clinical support and consultant advice regarding Newborn care.
    Provides extensive training on various techniques, protocols and manoeuvres that may be necessary for management of newborns such as correct clinical techniques in inserting IV lines and NG tubes and other relevant interventions as feasible in NBU Peshawar.
    Implements the current MSF Advanced Neonatal Care protocols.
    Participate in morning and afternoon rounds according to time schedule (roster).

3) Management of Neonates admitted in the unit:

    Assist staff with diagnosis of newborns based on detailed history and clinical examination.
    Admission of newborns in the neonatal unit and draws a proper treatment plan based on MSF Protocols.
    Prescribe or administer treatment, therapy, medication, vaccination and other specialized medical care as deemed necessary based on the diagnosis as per MSF protocol.
    Referral of patients who cannot be managed in the NBU for diagnostic or therapeutic reasons after approval of Expat Paediatrician and/or Hospital Manager.
    Provides assistance and support in acute resuscitations of unwell newborns.

4) Training

    Develop an Annual Training Plan in conjunction with the Expat Paediatrician.
    Develop training materials for use in the project and elsewhere in Pakistan.
    Provide regular neonatal resuscitation scenarios and training.

5) Support to other MSF projects

    Visit other MSF projects in Pakistan according to schedule established by Expat Paediatrician (and Medical Coordinator) in order to support medical team to assure the quality of paediatric care.
    Participate in ward rounds with medical team in other MSF projects and provide expert opinion about diagnostic and treatment plan.
    Check together with project Medical Focal Point the rational prescription of drugs, proper use of MSF protocol in IPD and OPD, hygiene level required according to the specific of unit (general paediatric, neonatal, isolation etc.)
    Identify training needs for the medical team in other MSF projects together with project Medical Referent.

6) Others

    Responsible for maintaining good communication within the team and between different departments.
    Active participation in mortality meetings, medical strategy meetings, biannual MAP meetings and discussions about the NBU and the project in general.
    Attendance at any meetings as required by the hospital manager or Peshawar coordination.
    Ensure good relations with MOH colleagues and other partners for networking and potential for shared training and development.

Skills
Should be aware of WHO Newborn protocols
Should have previous experience of supervision and teaching in neonatology
Be able to respond quickly in case of emergency condition and provide appropriate treatment and consultant advice
Preferably has previous experience with CPAP
Fluent in English, Urdu and Pashto
