Job Description

Organizational Context

UNDP Pakistan has partnered with the Planning and Development Department, Government of Punjab to set up a Punjab Sustainable Development Goals Project. The project aims to support localization of SDGs at the provincial level. Punjab Sustainable Development Goals Project (P-SDGs) aims to achieve this by: mainstreaming SDGs in local development plans and strategies; strengthening coordination, reporting and monitoring mechanisms for SDGs; supporting integrated and innovative approaches to accelerate progress on SDGs on priority areas; and by providing policy support, research and analysis and knowledge management for SDGs.

In this regard, UNDP is advertising the position for Project Manager (PM). The PM will be responsible for project execution by implementing and monitoring project interventions in conformity with work plan, resolve implementation issues and ensure result/output-based project management.

Functions / Key Results Expected

    Ensure the timely and efficient delivery of Project outputs and products leading to the achievement of expected results;

    Develop a coordination mechanism to strengthen linkages between different ministries, institutions and stakeholders at the national, provincial and district levels and effective implementation of SDG’s;

    Initiate broader stake holder engagement to develop synergies among government, civil society, academia and private sector for greater ownership of SDG’s;

    Lead efforts to effectively localize the global development agenda into national goals and targets and then to translate them into national, provincial and regional policies and actions;

    Within the strategic framework and in consultation with the national counterparts, prepare work-plans reflecting the scope of activities, timing, sequencing, cost and other inputs for the implementation of the Project activities;

    Present work-plans, periodic narrative progress reports and expenditures status reports to the Project Board and UNDP Country Office;

    Manage efficiently the financial resources of the Project, including budgeting and budget revisions, as well as expenditure tracking and reporting;

    Continuously record and maintain relevant Project activities, issues, risks, etc in the UNDP Atlas Project Management Module (software platform);

    Lead and coordinate the organization of meetings, workshops, conferences, trainings, study tours and related activities relevant to the implementation of the Project;

    Identify key performance indicators as well as develop and maintain a monitoring system to ensure effective information sharing, provision of feedback and elaboration of top quality progress reports;

    Ensure high quality information and visibility of the Project activities to the mass media and stakeholders;

    Ensure operational management of the project and production of its outputs in accordance with UNDP Programme Operations. Policies and Procedures (POPP) and project strategy document.

    Manage and supervise all aspects of project resource utilization in accordance with POPP guidelines.

    Prepare terms of reference of all project personnel and short-term national and international consultants.

    Develop a well-coordinated and well planned system of production of project progress and financial reports, plans of action and other documentation requirements of Country Office (CO).

    Liaise with CO to coordinate project implementation strategies and progress, provide information on priorities and policies of the executing agency and to ensure timely follow-up actions of programming unit

    Administer funding of other donors, sponsoring project interventions, in accordance with their own standard procedures of financial management and audit.

    Coordination, reporting and monitoring mechanisms for SDGs strengthened.

    Integrated and innovative approaches supported to accelerate progress on SDGs on priority areas established

    Policy support, research and analysis and knowledge management for SDGs



Impact of Results
The key results have an impact on the overall performance of the Punjab Sustainable Development Goals Project and success in implementation of programme strategies. Accurate analysis, data entry and presentation of information ensure proper programme implementation.

Recruitment Qualifications & Experience

    The candidate should possess a Master Degree in public administration or Social Sciences disciplines preferably in Economics or management related with relevant professional qualification and necessary knowledge to undertake the assignment.

    He/ She must have at least 5 years of working experience in donor assisted projects or development agencies with focus on project management, institutional development and capacity building in public sector institutions. Working knowledge and skills in IT is a prerequisite for the assignment.

    Excellent knowledge of English, and working knowledge of Urdu an asset
