PURPOSE OF POSITION
Under the direct supervision of the concerned Area Manager and technical supervision of National Resilience manager, Field resilience officer is responsible for the implementation of WV security policy and strategy in the field to ensure safety, security and protection of staff and assets, appropriately addressed within the national context where World Vision works, particularly in insecure complex humanitarian environments for WV office in close liaison with NRM. To assist the NRM in efforts to implement all aspects of security management, crisis readiness and preparedness at the assigned station. He/she serves as an advisor and assists the office staff in the execution of their security responsibilities at the assigned duty station. Additionally, R&T Officers are responsible for managing and coordinating transport, administrative logistics. He /she provide assistance for transport fleet and repair/maintenance of vehicle in field office. The R&T Officer will report on security issues to ADM and NRM or to the designee.
MAJOR RESPONSIBILITIES
Resilience/Security
Preparation of Risk Assessments in the District.
Responsible for developing and reviewing appropriate Security and Evacuation / Contingency Plans.
Ensure the implementation of the minimum Security guidelines established by the Office of Corporate Security.
Closely monitor field security situations with focus on the direct areas of field operations for his/her AoR;
Assist in developing a security-training plan. Provide a training to national staff as follows:
Personal security as per WV Security guidelines and policies in the field.
Conduction of risk assessments.
Establishing early warning systems
Establish field contact systems in WV areas of operation and design emergency contact sets for these areas utilizing local government, military, and personal contacts.
Develop and maintain strong contacts with military/police authorities as appropriate and in line with WV statements of Operational guidelines relating to cooperation with local enforce agencies
Identify areas and advice whereby the NRM requires external support.
Establish networks with other NGO’s regarding security and establish an information exchange network.
Develop and maintain up-to-date security and evacuation protocols and arrangements for personnel, major mobile assets, and critical documentation
Maintain appropriate levels of life-support materials including food stocks, water, medicine, blankets, etc in the relevant contexts where and when necessary.
Prepare a security orientation document / briefing and ensure all new incoming national staff and visitors are briefed upon arrival.
Establish, maintain, and monitor staff and asset movement tracking systems. Maintain information systems that clearly present this information to WV staff while maintaining operational security on movement information
Transport
Manage transport department staff.
Drivers are available to field and routine program visit
Provide coaching and mentoring to transport staff
Prepare daily duty schedule for drivers and allocation of vehicles
Arranging transport/vehicle needs of WV Pakistan.
Determining and fulfilling transport/vehicle needs of WVP
Registrations, tax payments for all vehicles
Timely maintenance to ensure road worthiness of all vehicles
Oversee vehicle insurance and recovery
Ensuring vehicle logbooks and reports including fuel, expenses and maintenance and data provided to finance
Provide transport facility to staff as and when required
Preparation of accurate fuel consumption reports and accordingly communicate finance department the allocation of cost charge to each project
Ensuring throughout factors of transparency in the transport system i.e no stealing of Fuel, services taken from Petrol pumps through service contracts, drivers duty roaster, following Transport policy, maintenance of vehicles.
Verification of Log books
Maintain files of all vehicles with proper documentation
All vehicles documentation is available
Skills, Knowledge and Experience:
University degree in Security Management or equivalent.
Minimum 3 years’ experience in NGO/ INGO in the security department.
Analytical and communication skills and creativity
Work experience in challenging situations with development organizations
Thorough knowledge of MS office
Fluent in English and preferred knowledge of local language
Fleet management
Basic accounting
A resilience officer is a security specialist with information technology skills to identify the collection needs for WV and develop collection plans to collect security information across the seven risk categories to inform understanding of the complex risk environment.
2-3 years relevant experience of development sector
An resilience officer should also have ample knowledge of web standards. He/she should have knowledge about UNIX system administration and web server configuration.
Must have an ability to use application & systems software.
